Nordic Baltic Championships 30.6.-4.7.2021 - Ypäjä, Finland

Updated 24.6.2021 based on changes of regulations on Covid-19 by Finnish health authorities and EHV-1 measures.

The OC reserves the right to adjust regulations as needed to reflect current Corona measures for the tournament date.

Introduction

  • Due to the current COVID-19 pandemic and the ongoing EHV-1 prevention measures, we kindly ask you to familiarize with this document to minimize risk of infection.
  • The purpose of these Guidelines is to minimize the risk of infection. There is however no guarantee that the risk of infection with COVID-19 during the competition is completely eliminated.

Take Notice

  • Every participant of the event is obliged to familiarize with these Guidelines. Negligence of acknowledgement of the Guidelines does not relieve from the duty of following the rules.
  • All participants of the event are taking part voluntarily and on their own responsibility.
  • All participants are required to comply with the rules of social coexistence and conduct in accordance with applicable law and regulation of these Guidelines and other regulations in force in the competition established by the Organizer and the host country.
  • All who decide to take part in the event and are allowed to participate in the event by the Organizer during the pandemic are doing so at their own risk.
  • The Organizing committee does not take any responsibility for infection with COVID-19 of anyone taking part in the event.

Definition of Participant

A participant of the event is a person whose presence on the showground is essential for the sports competitions, in particular:

  • Competitor
  • Supporting personnel: Trainer, groom, horse owner and responsible person of a minor athlete
  • Person responsible for horse transport
  • Official
  • Event staff
  • Security staff
  • Media

 

 

 

Restriction of participation

The following restriction of participation in the event must be followed:

  • All participants are to keep a social distance of 2 m.
  • All participants over 12 years old are to wear a face mask covering nose and mouth if social distance of 2m can not be maintained.
  • All participants are to wear a face mask covering nose and mouth indoors at the venue (stores, loddys, Cafes, public toilets, etc.). Wearing mask in public spaces is recommended also outside on the venue.
  • All participants are to avoid crowds.
  • All contact between participants (people and horses) during the event must be avoided.
  • All participants are to wash hands often. If washing not possible use hand disinfectant.
  • The event takes place without spectators, but the whole event can be followed via live-stream https://haven.fi/live/

 

  • National teams participating the NBCH are entitled to accreditation for one groom per two horses and essential support persons e.g person responsible for horse transport. Para-Dressage teams can accreditate 1 groom per horse.
  • A rider is entitled to accreditation for one assisting person. Para riders are entitled to accreditation for two assisting persons.

 

Accreditation:

  • All participants are obliged to fill in a participant infomartion form (will be published on OC web site) no later than two days before the opening of the stables. Riders can also announce all the persons traveling with them with this form. If a name does not appear on the list the person will not be let into the show grounds.
  • All riders are obliged to send a list of which horses are traveling together via the participant form.
  • Each National Federation is entitled to accreditation for essential additional persons to represent the National Federation (e.g Chef d´Equipe, trainer, Person responsible for horse transport).
  • The National Federations are obliged to send their full list of accredited individuals no later than two days before the opening of the stables. Any addition to the list afterwards will not be accepted.
  • Only healthy individuals with a temperature less than 37.5 °C from the accredited list will be given access to the showground.
  • The number of Press Office Staff will be limited.
  • Only a limited number of Press and Photo accreditations will be issued.

 

Covid measures

 

Note: From EU and Schengen countries you don’t need negative Covid-19 test result at the Finnish border if you hold a certificate of an acceptable Covid-19 vaccination series or of having had Covid-19 infection within the last six months. Otherwise you still need the test result (PCR or antigen test). The health authorities will assess any certificates as part of border health security measures.

The organizer follows the restrictions and regulations of Finnish Border Guard and Finnish Institute for Health and Welfare.

 

–    Finnish Equestrian Federation invites each team member /provides applications for Finnish Border Guard.

–    Each rider and team will make a commitment to carefully follow instrucions given by OC on the showground. Unfortunatelly we are not able to accommondate all teams in Ypäjä, so there is need to move around in the surrounding areas. We will ask you all to be extra careful on health security issues throughout your whole trip to Finland to minimize the infection risk for you and others.

–    There will be health security measures (health and temperatur checks) at the showgrounds during the event according to the advices and regulations of Finnish Institute for Health and Welfare and local health authorities. All the Covid-19 tests in Finland are at the expense of each rider/person/team.

 

Procedure for entering the showgrounds – Participants

Foreign quests, arriving from abroad: We do not require separate Covid-19 test results/vaccinations documents at the venue entrance. Arriving to the venue at Ypäjä, the same documents are accepted as at the Border control of Finland. i.e. if person is granted entry to country at border control, access into showground is also granted, if health check at the venue entrance is passed and he/she has accreditation.

 

  1. All participants are to enter the showgrounds using only the gates specified by the organizer. The control points and gates are marked on the map that is published on the OC web site.

At the gates, security staff will verify the participants against the list of accredited persons, perform a short health interview and verify their access right into showgrounds as descripted in ’ Accreditation’ and ’Covid measures’.

  1. Refusing to follow the procedure will result in denial of access to the showgrounds.
  2. During the control, a member of the staff has the right to:

– ask for documentation of ID

– ask for one or more people to leave the vehicles.

  1. Each participant will be given a wristband indicating the type of accreditation. Every morning the participant will have to have the wristband updated. This means that the participant will have to go to the appointed check in areas to get a new wristband.
  2. Any health issues, that could in any way be related to COVID-19, must be reported to the OC and the medical staff and access to the showgrounds will be denied.

Entering the showgrounds without the wristband will result in an administration fee of €500 and in case of repeated violation of the rules expelling from the showgrounds.

 

Procedure for entering the showgrounds – Horses

  1. All horses are to enter the showgrounds using only the main gate specified by the organizer. All horses will be checked at the entrance according to the specifications by the FEI. This means the chip is checked, papers, temperature measures from the last 10 days and the temperature of each horse will be measured.
  2. Horses will be allowed into the stables only if all of the above checks are ok.
  3. Horses that do not pass the above inspection will be referred to other stabling depending on the reason for not passing.
  4. Horses are at no point allowed into any other stables than the ones referred to. This also means that the rider can not decide which of the stables his/her horses are placed. If any changes are to be made, the responsible stable manager needs to be consulted.
  5. The stable plan will at all times be available at the information board / OC web site.

Security on the showgrounds

  • All participants are to keep a social distance of 2 m.
  • All participants over 12 years old are to wear a face mask covering nose and mouth if social distance of 2m can not be maintaned.
  • Sterilizing stations are placed around the showgrounds. All participants are expected to wash hands thoroughly and use hand sanitizer often.
  • A person is assigned by the OC to be responsible for supervision of the security system, especially the logistic of Participants, access to sanitizers, covering nose and mouth by participants. Contact information for the responsible person is available on site at the information board.
  • All rooms used during the event will be disinfected after each day.

 

In case of possible infection – COVID-19

The most common symptoms of COVID-19 are fever, dry cough and tiredness. Other symptoms that are less common and may affect some patients include:

aches and pains, nasal congestion, headache, conjunctivitis, sore throat, diarrhea, loss of taste or smell or a rash on skin or discoloration of fingers or toes.

Participants with symptoms must immediately:

  1. Go to the isolation space assigned by the Organizer.
  2. Call the Organizer: +358 40 35 63 983

The Organizer will contact the Regional Sanitary and Epidemiological Station and help with arranging for a test for COVID.

 

In case of possible infection – EHV-1

Participants noticing any signs of a possible outbreak (temperature measurements out of range, coughing, or other symptoms):

The Organizer will contact the VD/VSM and the Finnish Equestrian Federation. The Finnish Equestrian Federation will make sure that national guidelines and the FEI return to play guidelines are followed and that horses will be inspected accordingly before leaving the competition area.

Horses in risk of infection will be isolated in designated stables.

 

Guidelines for specific groups of participants

Athletes

  • Athletes can access the Car Park zone, stables, show office and competition zone.
  • Entering the Show Office is not allowed, if participants have a concern where it is mandatory to talk to the Show Office they can call (+358 40 35 63 983 ) or use the window provided for this purpose. It is mandatory to keep the appropriate hygienic distance and disinfect hands before approaching.
  • Minor athletes can be accompanied by his/her representative (one per athlete).
  • Athletes are not allowed in the Ground Jury box. All issues are resolved remotely. All official protests are managed in the Show Office.
  • Show jumping course walking only in accordance with time slots published by the OC

 

Trainers

  • Trainers can access the Car Park zone, stables, show office and competition zone.
  • Trainers will not be allowed into the warm-up arena. Any instructions will have to be given from the outside of the arena.
  • For the jumping warm up the trainer is only allowed into the ring 15 minutes before the riders start.

 

Grooms and support team

  • Grooms and support team can access the Car Park zone, stables, and competition zone.
  • Grooms and support team are not allowed inside of the warm up arenas.
  • If the rider is not supported by a trainer, one person (groom) is allowed into the warm up arena in jumping 15 minutes before the start of the rider.

 

Officials

  • Officials can access the zones of which their role is needed.
  • Officials will be given disposable gloves.
  • Officials will have access to a separate toilet.

 

Hospitality and Catering

All stands at the venue must apply to the following rules

  • All employees to wear a shield or have a protective barrier between customers and themself.
  • Everyone handling food must wear gloves and face covering.
  • All individuals queuing must keep a social distance.
  • Every stand must offer a possibility of sanitizing hands.
  • All catering areas are disinfected according to local restrictions applicable.
  • The setup of any tables must at any point follow the local restrictions applicable.
